The software really depends what you want to use it for? The HackRF is mostly for hacking and experimenting, so GNU Radio.

The loop will most likely work the best. A cheap Chinese loop is fine, but as you're in the UK look up Welbrook loops too. Obviously much higher cost, but really well built.

Nothing like that available for everyday man prices sadly. There are a few machine learning attempts on GitHub, but nothing really ready for actual usage that i've seen yet.

KrakenSDR won't be designed for outdoor use, but you could enclosure it in your own waterproof box (probably needs a fan though). Kraken will draw about 1.5A, more if you're using the bias tees. Don't use MEM, I would recommend using the MUSIC algorithm first.
Can you provide some pictures of your setup? What are you using to test?

Just use the drivers, the software they included with the drivers is old and probably broken now. Plenty of other options like ProgDVB.

What upconverter do you have? By using an SDR + upconverter you're doubling the potential drift. Make sure both have a TCXO, and keep the ambient temp stable.
