If you had a silver v3 dongle from the the business on this forum it would have the capability of selecting direct sampling...vs the quadrature mode your using now. No extra hardware needed..... IF you have something else...that doesn't cover the low bands than you need an upconverter. You hook your...

Did you click on that cog and select which rtl your going to select? ...The same place you increase rf gain ??
Is rtlsdr.dll in the directory ?
I use to have to do the zadig routine if I inserted the dongle into a different usb port.

Your bandwidth filter is too tight. Pic shows 40Khz width... ( bandpass) ...On WFM it should to about 200.
Click those 3 dots in the filter block on the left...you'll be able to set more pre-assigned filter widths.

If your listening to the low bands then your either using an upconverter or your using direct sampling. You didn't capture the RTL dongle setup window whereby you select what sampling rate, and RF gain, direct sample ..etc

A question.... how did you install rtl-sdr...compile yourself or package software management?
You mention rtl_433 as part of a package. Please elaborate a little on this...

Hi , I don't have Ryzens, but check out /github.com/rtlsdrblog/rtl-sdr-blog/releases
It has something to do with the libusb libusb 1.022
V1.01 for windows.

The person who created it moderates this site. He may chime in...

Scott, are you using a Ryzen based processor? may need a different libusb-1.0 file SDR console , I believe is fully self contained. I don't think you need any extra files or drivers... I have concerns about your 64 bit driver statement. ....just because you have a 64 bit machine, doesn't mean everyt...
