A simple Google for "Nooelec GOES Weather Satellite RTL-SDR Bundle" brings me quickly back to this site where there is a good tutorial.

All radios/converters will have at least one oscillator that may drift. So you have two. How much does it drift? How much stability do you want? The RTL is more likely to drift the most although the converter will as well. A temperature controlled oscillator (TCXO) will usually satisfy most. The V3 ...

The HDSDR one is integrated, maybe the later one is not.
It probably depends on whether you are satisfied with the integrated one or want features offered by the other.

I'm no expert but the V3 from this site seems guaranteed.
Unless you have a reliable recommendation I'd think waiting would be best.
My guess is that all good ones will be sold..

Depends on the software you use.
HDSDR can slow down to 24 hours or more.
