All radios/converters will have at least one oscillator that may drift. So you have two. How much does it drift? How much stability do you want? The RTL is more likely to drift the most although the converter will as well. A temperature controlled oscillator (TCXO) will usually satisfy most. The V3 ...

The one intended for HDSDR is here http://www.hdsdr.de/hardware.html and maybe the later one linked has more features?
The HDSDR one is integrated, maybe the later one is not.
It probably depends on whether you are satisfied with the integrated one or want features offered by the other.

I'm no expert but the V3 from this site seems guaranteed.
Unless you have a reliable recommendation I'd think waiting would be best.

Depends on the software you use.
