Are you sure that you're plugging it into a USB 2.0 port? I had this exact issue when trying to run the dongle on an older XP laptop that had been upgraded from Windows 98. Are you using the EXTIO version of SDRUno? If not it won't see any RTL devices because it isn't meant for them. Version 1.22 is the only one that has this capability.

For some reason after the Windows 10 1903 update my dongle quit working and I got the same error message when trying to reinstall the driver with Zadig. USBDriverTool worked fine though.
