I had a monster spike at 28 or 29 Mhz. Started unplugging everything in the house. It was a cheap 10/100 data repeater under my desk humming like crazy! Not sure if it was the power supply, the repeater itself, or the cat5 cables. It was REALLY putting out the noise. But power cycling things around ...

What frequency is the signal? A tight yagi could maybe pickup a high freq signal bouncing off something else? A lower freq signal maybe a higher antenna or different polarization, filtering, amplification, etc.

Adjustable Matching Transformer Exist ??
Is there such a thing as a variable matching transformer. Just hook it up and adjust for best signal? Is an Antenna Tuner the same thing?

Probably encoded, but not necessarily encrypted. Pipe the signal to DSDplus. Newest systems are P25, which has a big powerful control channel that's hot all the time, and then voice traffic will pop up on either side of that frequency when they talk station to car etc. If you pipe DMR or D-STAR ham ...

Antenna Element Wire Gauge Effect
Have some 24? gauge telephone wire. Wonder how much difference the gauge of the wire makes if I were to pull a long antenna wire in my attic for low freq, or maybe something shorter. I keep getting some "ghost signals" I call them. Just to one side of a signal, is like a slightly smaller power image...

Anybody listen to these wild men on US 11 Meters 27 MHz old CB band? (Ch 6 mostly) What makes these guys tick? In Ohio I was picking up a guy transmitting from Dade County Florida. How much is this is just illegal unlicensed power, and how much is atmospheric ducting ?? Picked up a CB at a yard sale...

Get the AARL study book for technician license and take the online practice exams. It's a quick immersion and very practical.
