maximum transmision range.

I would like to transmit a 50w 411 mhz fm signal from an airplane at 10,000' altitude and receive it clearly on a 2000' mountain peak with a simple baofeng receiver with a regular shot antenna. What will be about the max range for the airplane from me? Will a better receiver - can be a scanner too -...

494.325 Mhz

I receive this permanent strong station in the Los Angeles area all the way to Palm Springs, but have no clue where its coming from. I thought it maybe an internal frequency, but last week I went to Phoenix and did not receive it there. Anyone knows what is this station?

Audio signal would not help, I need 50 ns accuracy and audio is in micro seconds.

Looks like audio, but could be any signal I believe, rf carrier signal too. What will really help me is a technical explanation of how it should be done - where to connect the scope to the receiver, how to connect the computer with the sdr to a scope or any other way I will be able to compare the arrival time of a signal to 2 antennas.
