That problem is related to power problems. I recommend trying shorter USB cables. I use 12 inch (30 cm) USB cables and never have problems. People tend to say "I'm using a 3A power supply!", but that doesn't matter if your cable is too long and not the greatest quality.

The Surface RT is closer to an Android tablet than a computer. I have the Surface Pro, which is more like a laptop.

I've used a Surface Pro 2 (circa 2015) for rtl-sdr applications, and it's really worked well. I don't foresee any problems with the newer surface tablets, especially if you stick to an i5 or better processor.
