Are you using a KerberosSDR? Judging by your questions, probably not and you're using the wrong software. If you are, please read through the quick start guide and take your questions to the KerberosSDR section on the forum.

That problem is related to power problems. I recommend trying shorter USB cables. I use 12 inch (30 cm) USB cables and never have problems. People tend to say "I'm using a 3A power supply!", but that doesn't matter if your cable is too long and not the greatest quality.

The Surface RT is closer to an Android tablet than a computer. I have the Surface Pro, which is more like a laptop.

I've used a Surface Pro 2 (circa 2015) for rtl-sdr applications, and it's really worked well. I don't foresee any problems with the newer surface tablets, especially if you stick to an i5 or better processor.
