Yes it uploads your coords and the live bearing to an RDF Mapper server, and then you can view your location and bearing in RDF Mapper. Yes you still have to provide your own radio. Looked up the paypal receipt, for a assembled pcb (no housing no antenna wirering to the antenna array that you still have to build) for the rdf42 is 392.91 EUR ($433.47 Americian.) after shipping.
