I think it's a EMI of your PC mouse. Try keeping clicked, and if the signal changes, mystery solved! ;)

I see a lot of beacons like that everyday. I don't know. Pet locators should be on 433 MHz except if the device comes from China. I've saw chinese wireless telephones running without encryption on militar bands...
