Always check the transmission line (cable, switches and ...) first.

Did you check for faulty distribution, meaning exchange the two receiver, connecting the TR-7400 to the cable you used for the SDR and the SDR to cable previously used by the TR-7400?

Since HF covers about 160 m to 10 m of wavelength performance will be dependent on Frequency. You will receive signals, but unless you bring an antenna into resonance it is impossible to predict antenna pattern in azimuth and elevation.
