Don't know if it's the same software but this link from a Chinese dongle factory http://download.buytra.com/driver/SPC-0155-Driver.zip comes with a serial number. If you've installed the DVB-T drivers its better to use www.progdvb.com/ for TV watching anyway.

Main reason is that the RTL-SDR (e4000, r820t) is an SDR by accident. They're cheaply mass produced in China for a massive world market for watching DVB-T Digital TV. Not sure if that is ADS-B, it could be if it looks like lots of short pulses. Why don't you try ADSB# or RTL1090 and see if it picks up ADS-B packets?

There definitely should be a blue light when plugged in, even if the drivers aren't installed. The blue light not illuminating could mean something is wrong with the stick. Those spikes just look like interfering noise to me. Is your RTL-SDR connected directly to the PC? Try using a USB extension cable with some ferrites wrapped around it. Perhaps your signals are getting blocked by something. How high are you able to get the antenna? Also can you receive other signals...

The RTL-SDR can tune to 120 MHz without an upconverter. Just tune it in SDR# like you would a normal frequency and choose AM as the mode. Unforuneately, the only dongles with the RTL2832U chip will work for SDR, and that chip was designed for DVB-T.
