You said your using the V3 dongle. Don't use the -t switch..just rtl_test. Won't solve reg problem.
lsusb stuff....... I suspect you haven't done the blacklisting part of the easy setup guide.
Powered usb3 hub is your best shot. I have a pi4 and running 3 V3's on the usb3 hub.

Sorry to say , but that's a very poor antenna for those bands.....Even a 1960's transistor radio had a better antenna.

Just FYI, Linux has a very good TV app called kaffeine. It has a built in channel scanner and I have used it, but not on a rtl2832 unit.

I have and use vmware. Did you download the vmware version of Kali2020, or plain iso?
I'll try it by tomorrow night. It's slow downloading.

I see your working to get down in the AM, but how about trying to see up in the 7 and 14 Mhz area using direct sampling 2 or 3 and see if there is anything there. Direct sampling is not as sensitive as quadrature mode so a good antenna is recommended. I don't suppse your using any high pass filterin...

I would say at this time to NOT install the community package. If sdr# crashes on startup, I doubt zadig is even involved yet.

Perhaps 2 things I can think of.
.Net ...something happened during an win update or...
Install a new sdr# into a new different directory. If you overlay it on an old build there may be artifacts from original install
