I know its been a month ago you made your entry.
Whenever I see that reg read /write stuff on rtl_test. To me , it means you've got low voltage getting to the dongle.
Plug it into an active usb hub.
I've seen this a few times...always the fix

You could try to RMB and run as admin.
You could open a cmd window and change directory to where this file is and type the cmd rtlbiast. Then be able to read the error.

I haven't played the direct sampling lately which I believe that thing is using when in HF mode but I remember some complaining of poor reception. So, make sure whatever app your using that its in direct sample I or Q.... NOT in Quadrature. In direct sampling you don't need any lo shift of 120Mhz/ 1...

If you can get it to work at all..the answer is no.....but may help. I hope this helps :>} .....the antenna in the picture is useless for HF

When ever I see that means dongle needs to go into an active hub.
reg read write error caused by low voltage

Your freq in the radio box equates to 94.2Khz. Your RTL device won't start working until 24MHZ.

Kap, not a problem. If your using linux, you won't be working with usb port assignment #'s. You'll use rtl_test. It will tell you what device each dongle is in which will be enumerated as -d 0, -d 1 , -d 2 etc...you'll use these # in gnuradio and the other apps....as in rtl=0 ....rtl =1 ...or depend...

Ok, so listening to FM radio your antenna should be on the UV and radio should be in quadrature mode. Shortwave antenna should be on the HF and radio should be in direct sampling mode I or Q. If your not transmitting, the length of the antenna is kind of moot. A 15ft long piece of insulated wire would be fine.
