Can you listen to some FM stations? If so, then the hardware is functional. What kind of antenna do you have for 70 m? The bundled antennas won't work too well close to the lower end of SW. You can use a restore point created before the install to restore your PC to the previous state. (I've used that, and it works)

Reinstalling the RTL-SDR SW should also do the trick. (have not tried that, though)

Methinks the Airspy HF+ is a very good SDR for HF.

Traditional MW receivers normally used a ferrite antenna, and I wonder if something like that could be used with the HF+.

If I remember right, the HF+ draws about 380 - 390 mA, so you don't want to go very light on cabling.
In any case, Just try it and see if it works.
