Just use the drivers, the software they included with the drivers is old and probably broken now. Plenty of other options like ProgDVB.

What upconverter do you have? By using an SDR + upconverter you're doubling the potential drift. Make sure both have a TCXO, and keep the ambient temp stable.

Those all in one units will probably drift much worse, as they usually do not have a TCXO.

A Pi Zero should be able to run the dongle but without any sort of graphics or advanced processing. rtl_power should work.

Can you test on another computer without the adapter? That type of error usually indicates some problems with the dongle talking to the USB. Sometimes caused by bad USB cables/adapters.

If the signal is strong then yes it will still see it, but as you're probably dealing with weak radiosonde signals it won't be the best choice.

14.4 MHz is the Nyquist zone cutoff point, so things can get a bit funky around that frequency. This might be a case where an upconverter with an amplifier is required. You've selected the TCP interface instead of the USB one. Scroll down on the device list.

You can edit the PPM offset in the configure box, which is the same box with the RF settings.
