If the program is RTL specific then probably not.
Although there are usually other ways to do the same thing.
But you do not say what you actually want to do..

I thought most SDR software could record the IQ stream?
Then you use the same software to check later.
SDR Console and HDSDR do, I guess SDR# will also?

It is not legal here in the UK, I suspect the messages are encoded, I'm not aware of people who do listen.

You need to look at Device Manager to be sure the dongle is recognised. Lights on hubs usually mean almost nothing. The best way to be sure of power is to measure voltage under load. Yes, if necessary.
If there are very strong local signals the RTL can be overloaded.

Kevin, You do not say where you are but in the UK I think polarisation is mixed in order to make vehicle reception on vertical rods more successful. A vertical dipole needs to be mounted away from any conducting mast. Here I use a discone but am line of sight with 200KW about 8Km away.. The RTL does...
