Ah I think I see what you are trying to do now. The problem seems to be images of the main audio blocking the subcarriers. SDR# doesn't have audio bandpass filtering so I suggest you download and use HDSDR which does. Then bandpass filter the RDS or SCA signal and pass that audio to SDR#. I attached...

Did you try reinstalling the required SDR drivers with Zadig?

I think that error usually means that the Windows DVB-T drivers are currently installed, not the SDR drivers.

Pump up the gain to somewhere in the middle and try again. It is strange though, usually if the device has a bad frontend it will not receive FM broadcast.
