I downloaded the latest Windows installer for GNU Radio at http://www.gcndevelopment.com/gnuradio/downloads.htm
and installed it. But I can't get it to connect with my RTL-SDR dongle. Whenever I click the button to run the graph I created with the GNU Radio blocks, it stops after a couple seconds, and displays no error at all. Here's a screencap of what my graph looks like.

I would say you have to open the rtl_source box and add a line in the Device Arguments field like
rtl=0 or other info.

I had the same problem. The fix was to use an older version of the windows installer:
Latest/broken version: v22.214.171.124/v1.6
Working older version: v126.96.36.199/v1.3
Alternately, the user Mazilla suggested the following:
Try to set 'Device argument' in 'RTL-SDR Source' to 'rtl=1'
