All radios/converters will have at least one oscillator that may drift. So you have two.
How much does it drift?
How much stability do you want?
The RTL is more likely to drift the most although the converter will as well. A temperature controlled oscillator (TCXO) will usually satisfy most. The V3 frolm this site has one.
But first find out what is drifting, use the RTL on VHF.

What upconverter do you have? By using an SDR + upconverter you're doubling the potential drift. Make sure both have a TCXO, and keep the ambient temp stable.

Those all in one units will probably drift much worse, as they usually do not have a TCXO.
