Best bang-for-buck discone antenna suggestions

I'm not familiar with any of the present day discone antennas, but if you can locate an ex-military one made by the Rudolph Wurlitzer company, you will find it to be an excellent antenna. I've had one up for years, to listen to the mil-air band as well as the amateur radio 70 cm band. Do a Google search for military surplus outlets and you might get lucky and find one!

I've been pretty happy with a Tram 1410 for general receive. It's rated for 25-1300mhz, but can actually do a decent job of receiving HF (tested on 40m), and works to transmit on 2M/70cm in a pinch. It's only about $45 on Amazon (plus coax, your choice of mast, and SO-239 -> SMA adapter)
