Good afternoon,
the best antenna to receive NOAA and/or METEOR is undoubtedly a QFH. It is still used in marine world to get the best out of the signals. You have two possibilities :
- build your own, so many tutorials on the web if you're a fan of DIY, unexpensive only time consuming or
- buy a commercial one more expensive but allows to get perfect reception has to be tune for 137 mhz right circular polarization. The best manufacturers are the japanese. If you have a japanese friend try to order through him because japanese firms in japan tend not to be keen to reply in english, Nagara or Diamond are the best brands.
Of course a turnstile will achieve fairly good results though for small money. it depends what you're after.
I hope these elements of answer are useful for you.
