Only noise - Dexatek DK DVB-T Dongle (Rtl2832)

I am trying for some WBFM radio station which i know is working properly in my area (tried using normal radio reciever), but what I get is just random noise.
Here is test:

And the command:
rtl_fm -M wbfm -f 98.1M -s 200000 -r 48000 | aplay -r 48k -f S16_LE

Could you please help me?

It looks like you have a relatively uncommon FCI 2580 tuner RTL-SDR dongle. The FCI 2580 doesn't appear to be very good with its frequency range stated as 146 - 308 MHz and 438 - 924 MHz (gap in between) on the official Osmocom site

So the 98.1M you are trying to tune to is out of the range of your tuner. My advice would be to get an R820T RTL-SDR instead.
