I installed GNU Radio on a different computer running ubuntu 16.04. Surprise!!! My test python file worked just fine. The reinstall that I did on 18.04 used the binary installatio. I did for the same binary install under 16.04 which installed 3.7.9.1 and 3.7.9.1 dev. The 18.04 installation is
gnuradio 3.7.11-10 amd64 GNU Radio Software Radio Toolkit
ignuradio-dev:a 3.7.11-10 amd64 GNU Software Defined Radio toolkit.

Cleaned out gr-osmosdr and gnuradio. Did the reinstalls. Now GRC recognises the dongle. But I'm getting segmentation faults on the few examples I have.

Thanks for your responses.

Running MX18 64 bit linux.

Run rtl_test -t

Come back with:

Found 1 device (s):

0: Realtek, RTL2838UHIDIR, S/No. 00000001

Using Device 0: Generic RTL2832U OEM

Kernel driver is active, or device is claimed by second instance of librtlsdr.
In first case, please either detach or blacklist the kernel module (dvd_USB_rtl28xxu), or enable automatic detaching at compile time.

usb_claim_interface error -6
Failed to open rtlsdr device #0.
