Not hearing the freqs I'm tuning to

I followed the quickstart guide and I'm able to tune to some local radio stations and NOAA. I'm trying to tune into the local police frequencies and I'm not able to get anything. I have my other scanner sitting next to me tuned into the frequency and I can hear them, SDRsharp shows it in the waterfall, but I dont hear anything. I've tried using RAW and when someone comes on the radio you'll hear squeaks and some highpitched noises but nothing when using NFM. Freq is in the 465mhz range. What am I doing wrong?

Do you have squelch turned on, and are you centred on the signal in the waterfall?

Post a screenshot of your sdr# window.

squelch isn't enabled and I can hear hiss if I switch to AM or RAW

I can see from the photo that you bandwidth setting in the Radio tab is set to 10 Hz. This is too small to hear anything. A normal NFM signal is about 12.5 kHz wide, so change the bandwidth value to 12500.
