Anyone using any switch mode power supplies in your area? Or maybe Ethernet over powerline adapters? Could also be LCD TVs, CFL/LED lightbulbs. Hard to know exactly.

Does it look like Powerline?
The problem is the Signal are there even with the CB antenna who is on the Rooftop.

What SDR hardware are you using? If you are using an RTL-SDR, are you using AGC? Or perhaps you have the manual gain turned up too high?

NESDR (or how the called) + Chineese HackRF
Nope only fixe Gain
When I turn the Gain not up I cant receive anything. :(

I would say this is either powerline adapters, or images of strong signals such as nearby FM radios.
