Sounds like noisy MotoTRBO/DMR. When posting an image I suggest you increase the FFT display resolution to at least 16k.

Mototrbo system are only between 136 MHz and 147 and 400 to 470 Mhz

On this frequency in France , it is a nationwide TETRAPOL network for police (Gendarmerie) .
