I can receive this on the Spy Server from Fenu-Radio. (Location: Kefikon, Switzerland)
This signal is also scattered all over the FM band.
I live about 25km in the North from Fenu-Radio but I can't pick up that signal.
Is it noise?

I get something like that as well. Its probably digital noise from a pc or something is my guess...
I have an antenna out back, a V-dipole, and I receive the exact same signal... I use a NooElec NESDR SMArtee as well as a cheap Chinese knockoff and I receive the exact same signal, Leaving me to suspect it's the antenna or coax cable

I also found it on another Spy Server. (Located at the border from the Czech Republic and Germany)

Here's an idea: what clockspeed is the sdr running at? Maybe that is the cause. I have the exact same thing

Hi there i think its Pc generated? I get this as well on all my rtl dongles.
