POGSAG like signal on 25.358Mhz

I Found this signal this morning but was unable to record the sound. I have provided an image of the waterfall to help in identifying it.

Dont look like Pogsag more like any other "Burst" System.

It's most likely an on-site paging system, often used by hospitals.
