Does anyone know of a program that allows to display pulses or short signal bursts (e.g. long/short Mode S) as signal amplitude over time (or time domain) as shown in the picture?
PS.: I saw the plugin for Gnu Plot but I couldn't get mysel to start reading up on GnuPlot viewtopic.php?f=3&t=1388

You can just record the audio into Audacity, and see the waveform there.

Are you sure Audacity or other audio programs can process/display e.g. short Mode S pulses?

The pulse width is 0.5 µs @50% amplitude points or 2 MHz, while the pulse rise-/decay-time is defined to be <0.05µs.
