RTL-SDR with OpenWebRX running on Raspberry Pi 3

Hi folks,

I have a Raspberry Pi 3 and want to set it up as a network server with my RTL-SDR dongle, so that I can access my dongle over the LAN, and ideally, the web as well.

I have been looking at the OpenWebRX software from SDR.hu.
One thing I am not certain of is whether I would be able to browse the entire HF frequency range via OpenWebRX, or whether it will only show me a narrow spectrum centred on a particular frequency. Does anyone know the answer to that?
My antenna is an active mini-whip which theoretically covers 10khz to 30mhz, and I would like to be able to browse from 3mhz to 16mhz.

OpenWebRX locks onto a frequency and doesn't allow you to move it I believe. (Unless they changed something recently).

Software like SpyServer and SDR# might be better if you want to use it more like a local SDR.
