Wideband HF SDR

Looking for advice to select right SDR for
- 3 to 30 Mhz tuning range
- 28 MHz instantaneous BW
- channelized IQ (200 KHz / 2 MHz BW DDC), or SW support to channelise wideband IQ stream
- 10.7 MHz IF output (ideal, otherwise an SDR TX just for this is acceptable but overkill - just to feed a DF processor)

if you want to get IF with 28 MHz bandwidth, it will cost you a lot of money. At a glance I think it will be something like more than 1000 USD

28 MHz of 16-bit IQ samples is nearly a gigabit/sec. Trying to find an IO interface that can handle that data rate for any length of time is non-trivial. For getting a 2 MHz bandwidth slice from a DDC, something like a LimeSDR might be suitable, especially their PCI card version.
