Getting bias-t switch to work

Ok, somewhat related to my previous post about a Satnogs station, I am now trying to install the bias-t switch onto a raspberry pi running buster. When I run cmake. 192.168.10.1 192.168.1.1 10.0.0.0.1 I get the following:

LibUSB 1.0 required to compile rtl-sdr
This never occured on stretch. Any advice?

sudo apt-get install libusb-1.0-0-dev should do it.
