When I connect it to the computer, I am not getting notified.

I think computer don't see it. I download usbtreeview program and I just see my mouse, keyboard and webcam ports. When i tried to use zadig, i can't see the "bulk in, interface 0,1,2". What can i do? This is my first sdr, is it broken?

Yes, i sellect all devices. First of all i select these -> usb device (interface 1 , 2, 3). But after i noticed these 3 of them for my mouse. I have two more options (webcam and keyboard). I can see a white led inside of rtlsdr next to the antenna. But no notification comes my screen, when i pluged it.

You did not say what SDR.
Is it a RTL dongle? What model?

RTL SDR but i opened it i saw two connected pcb, isn't it orginal? from bangood

Those box like RTL-SDRs with two connected PCBs are notorious for having problems. Biggest issue is the device not being seen by the computer...
